13 Apr 2018 Most likely your ISP is throttling large downloads. Many of them do this. They give you a high speed for the first 10 MB or so to make speed tests this cases (it happens to me sometimes) is because of the server where the file is being sent to you. I don't know why but probably the server is slow or stressed.
